The National Vote Compact is an agreement amongst the states. So no matter how the states citizens vote, the electors can legally gift the electoral votes to whom they deem the popular candidate.

These states alone gift the opposing candidate 209 electoral votes. As much as we all want to dismiss the legacy MSM media; they are directly involved with making someone ‘popular’. And when they succeed; they qualify the opposing candidate to receive ‘gifted’ electoral votes.
